Phase Two, which commenced in 2005, consists of a research and best practices track and a training track. It is anticipated that Phase Two will have a three-year duration culminating in the development of a set of Guiding Principles for Human Rights Field Officers. The research and best practices track, Track One, is facilitated under the guidance of the Management Board by the University of Nottingham Human Rights Law Centre (HRLC). The Track One Director is Michael O'Flaherty. In 2005/2006 international experts worked with the HRLC to generate original research on: This research identifies core legal and operational aspects within each theme and concludes with specific proposals to guide HRFOs. Desktop research to identify and compile materials within each theme expanded this website's resource library. Project research outputs from 2005 - 2006 are available here. More on Track OneThe European Inter-University Centre for Democratisation and Human Rights and the Scuola Superiore Sant'Anna are collaborating in the facilitation of Track Two, the training track. Track Two Co-directors are George Ulrich and Andrea de Guttry. Research findings will be incorporated into pilot training curricula.
