Phase One of the project consisted of a number of research initiatives and an expert consultation that took place in November 2004 in Geneva.
HRLC carried out two closely related surveys: one on the professional role of human rights field officers and one on materials and resources addressing the training needs of such officers.
The Expert Consultation led to the adoption of a set of strategic recommendations which were presented to the UN High Commissioner for Human Rights and discussed with the Heads of UN Human Rights Field Presences at their annual meeting.
